Statement issued by the Civil Coalition to Promote Civil Peace and the Rule of Law: Severe Penalties

The Civil Coalition for Promoting Civil Peace and the Rule of Law Calls on the Palestinian judiciary to Apply Severe Penalties for Acts of Violence in Yatta, Bani Naim, and Surra


In light of the state of emergency that Palestinie is living in to fight the Coronoavirus, COVID-19, the safety measures taken to protect the population, and the solidarity that has appeared across the country, the Civil Coalition calls on all social components to preserve the unity in the face of this epidemic. Reason and humanity must protect society from disintegration and fragmentation, increase the cooperation with official bodies in its procedures for preserving public health, and reject the acts of violence.  There was a loss of 3 citizens’ lives within the last 24 hours, on March 11, 2020, in the areas of Yatta, Bani Naim, and Surra.

The Civil Coalition stresses, in order to strengthen civil peace and the rule of law, we must safeguard social values that protect our national identity rather than prejudice the law’s prestige in all the natural circumstances that the country encounters. To achieve this, the focus must be on preventing Coronavirus outbreaks and not on distracting official and social efforts to overcome this threat. However, law enforcement officials must firmly deal with homicides, as they are serious crimes that threaten civil peace, and have a zero-tolerance policy for perpetrators of violence who threaten the social fabric of society.

The Civil Coalition expresses its deep concern on the increasing rates of violence and killing that are prevailing without indifference to the human spirit and dignity, especially since these crimes came in light of the declaration of a state of emergency. In turn, this may limit the focus of the competent authorities to fight the global epidemic. Therefore, the Civil Coalition calls on law enforcement officials, particularly the Palestinian judiciary and governors, according to their jurisdiction and local authorities within the law, to increase the penalties, have a zero-tolerance policy for perpetrators of violence, and assert the law in normal life and under the current state of emergency.
